Think of a bottle of soda. When you first open the lid, the carbonation is strong. You can see and hear it bubbling! In other words, it's active.
Once that soda sits open for hours, or even days, it's no longer be carbonated (it's "flat"). You can still drink it. It won't hurt you, but it's not going to be enjoyable.
